Norbert Schleper is Counsel in the Regulatory, Public Law & Competition Group.

He specialises in administrative, public procurement and state aid law as well as sector-specific regulatory law. Norbert advises on infrastructure and digitisation projects with a focus on mobility, telecommunications/IT and health.

Norbert advises on the legal conception, preparation and implementation of procurement procedures and competitive procedures, including the drafting of service agreements and conducting negotiations. He also advises bidders on their participation in public procurement procedures. He represents both contracting authorities and bidders in review proceedings and other (judicial) disputes.

Norbert has special experience in regulated infrastructures in the telecommunications and transport sectors. He advises in issues relating to financing and structuring as well as the granting of access to infrastructure facilities.

His clients include federal and state ministries, local authorities and municipalities as well as public and private companies, e.g. telecommunication companies.

Er ist spezialisiert auf das Wirtschaftsverwaltungs-, Vergabe- und Beihilfenrecht sowie auf sektorspezifisches Regulierungsrecht. Die Tätigkeitsschwerpunkte von Norbert Schleper liegen auf der Beratung von Infrastruktur- und Digitalisierungsprojekten mit dem Fokus auf Mobilität, Telekommunikation / IT und Gesundheit.

Das Beratungsspektrum von Norbert Schleper umfasst insbesondere die rechtliche Konzeptionierung, Vorbereitung und Durchführung von Vergabeverfahren und wettbewerblichen Verfahren nebst Gestaltung der Leistungsverträge und Durchführung von Verhandlungen. Zudem berät er Bieterunternehmen bei der Beteiligung an Vergabeverfahren. Er vertritt sowohl Auftraggeber als auch Bieter in Nachprüfungsverfahren und sonstigen (gerichtlichen) Auseinandersetzungen.

Darüber hinaus verfügt Norbert Schleper über besondere Erfahrung im Recht der regulierten Infrastrukturen in den Sektoren Telekommunikation und Verkehr. Er berät insbesondere in Fragen der Finanzierung sowie der Strukturierung und Nutzung von Infrastruktureinrichtungen.

Zu seinen Mandanten zählen Bundes- und Landesministerien, lokale Behörden und Kommunen sowie öffentliche und privaten Unternehmen wie Telekommunikationsunternehmen.
