Philipp is an Associate in the Regulatory, Public Law & Competition Group.
Philipp focusses on energy and infrastructure law, advising on all aspects of regulatory law. He specialises in the sustainable transition of financial markets and the energy transition, supporting clients across long-term mandates, as well as transactions and public law disputes.
He has deep expertise in all regulatory aspects of both renewable and conventional energy, as well as storage projects. His work focusses on permits, grid connection and remuneration. Philipp’s clients include investors, banks, project developers and utilities.
Philipp regularly publishes on topics related to sustainability and energy law and comments on different provisions of the EU Taxonomy Regulation both in the Edward Elgar Commentary on EU Sustainable Finance Law (2025) and the German-language “Beck’scher Kommentar zur Taxonomie-VO” (2024).
- Advising Erneuerbare Energien Fabrik GmbH on regulatory aspects of the acquisition of the Seewald wind farm in Baden-Württemberg, including planning and energy law as well as remuneration.
- Advising PARQ energy GmbH on its acquisition of a 49.20 MWp solar park project in Baden-Württemberg, Germany.
- Advising NeXtWind, Germany’s leading provider of optimised energy hubs using existing onshore wind farms, on the acquisition of twelve wind farms in that country as well as a wind farm development project in Schleswig-Holstein comprising five wind turbines with an expected combined output of 28.5 MW.
- Advising Stark Energie GmbH, a subsidiary of Stark Energy Limited, on its sale of a 127 MWp solar portfolio to Greencells GER B.V., marking its first such divestment in Germany. As part of the transaction, WFW also advised on the signing of a joint project development agreement between Stark Energie and Greencells for three projects up to ready-to-build status.
- Advising KGAL Investment Management‘s KGAL ESPF 6 Energy Transition Fund on its investment in a major project to produce green hydrogen in the Baltic Sea port of Lubmin in eastern Germany. KGAL’s partners on the project are PtX Development GmbH as initiator and German green energy specialist GP JOULE as developer.

Dr. Philipp Kleiner berät im gesamten öffentlichen Recht, schwerpunktmäßig im Energie- und Infrastrukturrecht. Er ist auf die nachhaltige Transformation der Finanzmärkte sowie energierechtlichen Fragen spezialisiert. Er berät sowohl in langfristigen Mandaten als auch in Transaktionen und öffentlich-rechtlichen Streitigkeiten.
Sein Fokus liegt auf Fragen zu Genehmigungen, dem Netzanschluss und Vergütung in erneuerbaren, konventionellen oder Speicherprojekten. Zu seinen Mandanten gehören Investoren, Banken, Projektentwickler und Energieversorgungsunternehmen.
Dr. Philipp Kleiner publiziert regelmäßig zu nachhaltigkeits- und energierechtlichen Themen und kommentiert Vorschriften der EU Taxonomie-Verordnung sowohl im Edward Elgar Commentary on EU Sustainable Finance Law (2025) als auch im Beck’schen Kommentar zur Taxonomie-VO (2024).

- Beratung von PARQ energy GmbH beim Erwerb eines Solarparkprojekts in Baden-Württemberg mit einer Nennleistung von 49 MWp.
- Beratung von NeXtWind, den führenden Anbieter von optimierten erneuerbaren Energiestandorten in Deutschland, bei dem Erwerb von zwölf Windparks in West-, Nord- und Ostdeutschland sowie bei dem Erwerb eines Windparkentwicklungsprojekts in Schleswig-Holstein, bestehend aus fünf Windenergieanlagen mit einer zu erwartenden Gesamtleistung von 28,5 MW.
- Beratung von Stark Energie GmbH, eine Tochtergesellschaft der Stark Energy Limited, beim Verkauf eines Solarportfolios mit 127 MWp an die Greencells GER B.V. Die Beratung umfasste zudem den Abschluss eines Projektentwicklungsvertrags zur Umsetzung der insgesamt drei Projekte bis zum Ready-to-Build-Status durch Stark Energie. Für Stark Energie ist dies der erste Verkauf von Solarprojekten in Deutschland.
- Beratung des Energy-Transition-Fonds KGAL ESPF 6 der KGAL Investment Management bei der Beteiligung an einem Großprojekt zur Herstellung von grünem Wasserstoff am Ostseehafen Lubmin in Mecklenburg-Vorpommern. Das „Projekt Lubmin“ wird auf der Fläche eines ehemaligen Kernkraftwerks errichtet und mit einer Gesamtkapazität von bis zu 1.050 Megawatt jährlich rund 100.000 Tonnen grünen Wasserstoff produzieren.
