Thailand’s Energy Regulatory Commission (“ERC”) has issued an updated notification¹ (the “2025 ERC Notification”), revising the execution timeline for power purchase agreements (“PPAs”) under the 2024 first additional FiT procurement round. This update forms part of the National Energy Policy Council’s (“NEPC”) broader initiative to procure a total of 3,668.5 MW of additional renewable energy capacity.
This revision follows an earlier announcement setting an initial target of 2,180 MW of electricity from renewable sources for the first additional FiT procurement round. The increase in capacity and timing adjustments reflect the government’s efforts to accelerate renewable energy deployment whilst responding to developer concerns.
Background and Developer Concerns
Although shortlisted applicants were announced on 16 December 2024, the NEPC resolved on 25 December 2024 to defer the procurement of the full 3,668.5 MW. As a result, the signing of PPAs with the Electricity Generating Authority of Thailand (“EGAT”), Provincial Electricity Authority (“PEA”), and Metropolitan Electricity Authority (“MEA”) were delayed.
On 6 May 2025, the NEPC directed the ERC, EGAT, PEA, MEA and the Energy Policy and Planning Office (EPPO) to begin negotiations with selected applicants, including reviewing tariff rates proposed by EGAT. These negotiations are now expected to conclude by 29 July 2025.
In the meantime, developers expressed concerns about meeting the original PPA execution deadlines set under the 2024 ERC Notification. The original timeline required developers to sign PPAs:
- within 180 days of being notified by the EGAT or PEA of the PPA terms and conditions (for projects with the scheduled commercial operation date (“SCOD”) in 2026), or
- within two years of being notified by the EGAT or PEA of the PPA terms and conditions (for SCOD in 2027–2030).
The 2025 ERC Notification responds to these concerns by extending the timeline for projects with SCOD in 2026.
Revised PPA Execution Timeline
The 2025 ERC Notification replaces the previous timeline with the following revised schedule:

Importantly, the ERC clarified that this updated timeline does not permit any extension of the SCOD, nor can it be used by EGAT or PEA to defer the timeline for enhancing the capabilities of the grid connection system.

Whilst the updated timeline gives developers more time to complete the PPA process, it does not affect their obligation to meet existing SCOD commitments. The extension is intended solely to address administrative delays, not to postpone delivery milestones.

Thailand’s energy transition is shifting gears from ambition to action. The updated ERC timeline is a welcome development, providing clarity in a complex regulatory landscape. But ultimately, success will hinge on disciplined and timely execution.
