The discussions regarding the expansion of fibre optics continue to be shaped by the question of how the development and expansion of the digital infrastructure can be accelerated. In February 2023, the EU Commission reacted to this challenge and published a draft of the EU Gigabit Infrastructure Act, a proposal for a legal framework with the aim of increasing investment in the expansion of fibre optics and accelerating it through more coordination of the individual stakeholders. Even without regulatory requirements, it is becoming increasingly clear that the objectives cannot be achieved without intensifying stakeholder coordination – whereby the tension with investment security must be resolved. In addition, despite a significant increase in private investment in the area of digital infrastructure, there are still projects that will not be realisable without state funding incentives, so that for this purpose the federal funding framework for broadband expansion was updated in April with the “Gigabit Funding 2.0”.
