Tom is a Registered Foreign Lawyer in the firm’s Energy & Infrastructure practice, based in Hong Kong.

Tom works with a wide range of clients, including contractors, governments, government owned companies, developers, commercial and multi-lateral banks and DFI’s. He has extensive experience advising these clients on construction, project finance and development documentation and various financing agreements. Tom has advised Natixis, Sumitomo, Marubeni, Sojitz, the IFC and World Bank, the EAIF, Nedbank, Standard Chartered, HSBC, the Governments of Rwanda, Kenya and South Africa, Guarantco (a member of the PIDG), and Abu Dhabi Capital Group, amongst others.

Prior to joining WFW, Tom worked in London and Dubai. He has worked on power and infrastructure deals in a range of markets, including Europe, Africa, the Middle East and Asia. Tom is familiar with working in emerging and frontier economies, and has spent considerable time working on the ground across Africa and elsewhere. He has published several articles on emerging markets infrastructure, and spoken on the topic at conferences.

    Tom’s experience includes advising:
    • Sponsors on the development of the USD2.6bn, 2 x 1000 MW coal fired Song Hau 2 IPP.
    • The Vietnamese Ministry of Industry and Trade on the development and financing of the 2 x 660 MW coal fired Van Phong 1 IPP.
