Jon Ray is a Senior Consultant with Watson Farley & Williams LLP and has been practising law in Singapore since August 1993.

Before joining Watson, Farley & Williams LLP in 1998, Jon practised Commercial Law with Sinclair, Roche & Temperley in London and subsequently in both Hong Kong, where he was a founder member of the office in 1975, and Singapore.

Jon’s scope of practice encompasses commercial arbitration in the oil and gas, energy and shipbuilding sectors with an emphasis on EPC issues, in addition to commodity disputes, marine insurance claims and charterparty disputes.

Jon has been involved in a number of significant shipping/oil and gas arbitrations. He also took the lead in the firm’s resoundingly successful representation of Global Process Systems Inc. in connection with that company’s insurance claim against Syarikat Takaful Malaysia Berhad, for the cost of replacing three legs of a jack-up drilling rig following the loss of those legs Supreme Court of England which Arnould on Marine Insurance, described as the most important decision since World War II.

Experience Open

    Oil & Gas/Energy
    • Acting for Houston based contractors in relation to a SCMA Arbitration involving claims for liquidated damages and back-charges arising out of the supply of eight topside modules on EPC terms for installation on an FPSO under conversion in Singapore. The award was published last year (2015) with the claim against WFW’s clients for liquidated damages being struck down.
    • Acting for the Buyers of a unique FDPSO constructed in China under EPC terms in relation to claims for damages for repudiatory breach by the Builders and related issues referred to arbitration in London under LCIA Rules.
    • Representing the EPC suppliers of a US$480,000,000 ultra-deepwater drill rig in defence of claims for liquidated damages drawn down under a Performance Bond, in an Ad Hoc Mumbai arbitration. Jon successfully steered the claim through the Indian Outside Expert’s Committee conciliation process with WFW’s clients making a substantial recovery.
    • Representing, in an ICC arbitration, the purchasers of a 300MWT power boiler in Indonesia in respect of design, manufacture, variation order and operational issues.
    • Representing Malaysian ship repairers in Singapore arbitration proceedings in connection with quality/delay issues arising out of a rig repair/modification contract.
    • Acting for the owners of an FPSO in respect of claims against bareboat charterers for breach of re-delivery/maintenance obligations.
    Maritime/Ship Sale and Purchase
    • Acting for the owners of a bulk carrier which grounded off Car Nicobar following a shift of her iron ore cargo and advising on prospective dangerous cargo claim against shippers.
    • Acting for Indonesian shipowners in connection with claims arising out of an engine room fire which occurred while the vessel in question was on a laden voyage from India to China.
    • Advising PT Pelayaran Meratus, shipowners, in relation to issues/claims arising out of a rudder failure during a loaded voyage leading to declaration of GA.
    • Defending proceedings brought by cargo interests by way of arbitration in London in connection with claims against shipowners following the loss of several containers overboard in heavy weather.
    • Engaged representing the defendants in two LMAA arbitrations commenced by the builders of two 64,000 DWT bulk carriers in respect of claims and disputes arising under separate shipbuilding contracts.
    • Representing, in arbitration proceedings, the sellers of the “Sulu Wind” in respect of claims against the buyers following the latter’s repudiation of the MOA.
