Felix is a Partner in the Regulatory, Public law & Competition group of Watson Farley & Williams, based in Munich and Frankfurt.

He specialises in public commercial law and regulation with particular expertise in commercial administrative law as well as public procurement and state aid law. Felix also specialises in procurement and infrastructure and digitisation projects in the areas of administration, real estate & social facilities (hospitals, schools, etc.), transport (road, rail networks and mobility concepts), energy supply and broadband expansion.

He has advised on procurement procedures (construction, supply, services and concessions) and other competitive procedures such as investor selection procedures and privatisations (public-private partnerships), as well as drafting service contracts and conducting negotiations. Felix also represents clients in review proceedings and other disputes. In addition, he advises on the structuring of public sector activities and on securing project financing e.g. with state funding.

His clients include public clients such as federal and state ministries, local authorities, municipalities and public enterprises such as municipal utilities. He also advises private companies, banks and investors on their work in the public sector.

Felix is speaks regularly on topics related to procurement, infrastructure and digitisation. He is also a lecturer of public procurement law at the University of Public Service in Bavaria.

    Felix’s experience includes advising:
    • The Federal Ministry of Defence (“BMVg”) during the transfer of a complex PPP construction into an in-house solution with the continual running of all IT services for the Bundeswehr (so-called HERKULES follow-up project).
    • Municipalities on securing the financing for and completing of various residential housing, school and administrative building projects.
    • Municipalities on the completion of alternative energy solutions such as e.g. PV roof-mounted systems.
    • A clinic with regard to the tender process for architectural and specialist planning services for the implementation of the “Target Planning 2030” for the expansion, modernisation and renovation of its facilities.
    • Company Group to establish an alliance partnership for the development of a satellite-based telecommunications platform with high-security encryption using state funding from the Federal Ministry of Education and Research (“BMBF”).
    • And representing a planning office in connection with the invitation to tender for planning services for an airport terminal expansion.
    • A hospital regarding the restructuring of its own service company.
    • A project developer in the renewable energy sector on the implementation of its consumption models and on the establishment of a co-operation with municipal and municipal utilities in the PV sector. Supported the client further with any questions related to wind farm projects.
    • A hospital before review authorities regarding the construction phase of a helipad.
    • An administrative district on an investor selection procedure to establish a public-private partnership for the construction and operation of a medical specialist
    • A clinic group with approximately 60 institutions regarding the tender of a framework agreement for a purchasing service-provider for clinical needs.
    • Capital city on the preparation and tendering of a bundled framework contract for hardware, software and IT services for the sports, cultural and educational sectors.
    • Various companies on the tendering process for a vehicle fleet, including vehicles with alternative drive systems.
    • Clinics on the implementation of digitisation and automation projects such as the installation and operation of a driverless transport and pneumatic tube system, the purchase and implementation of systems for patient monitoring and medical application software.
    • Municipalities, cities and utilities to clarify and defend against co-location claims under the DigiNetzG.
    • A University Hospital on energy contracting solutions regarding the modernisation of existing installations.
    • A service provider on the tender of a motorway directorate with regard to condition monitoring on federal highways equipped with high-speed measuring systems.
    • A city on securing the financing of a mountain cableway in compliance with state aid law.
    • Municipalities and municipal utilities on the procurement, state aid, municipal and telecommunications aspects regarding the construction and operation of broadband infrastructure. Supported the client further regarding the preparation of agreements to be used by specialist planners, network operators and service providers and with regards to tenders for broadband infrastructure services and their co-ordination with funding bodies and the Federal Regulatory Agency (Bundesnetzagentur)
    • An operating company on participation in tenders for the operation and security of social facilities.
