WFW in Italy builds on Infrastructure expertise with double hire

Watson Farley & Williams (“WFW”), is pleased to welcome Of Counsel Nunzio Bicchieri and Senior Associate Elena Macchi into the Infrastructure and Administrative practice in the firm’s Milan office. Nunzio and Elena join the firm from Ashurst.

Nunzio has 15 years’ experience in the infrastructure and administrative sector and he is widely recognized as an expert in the sector in Italy. He specialises in PPP/PFI, energy, administrative law and public contracts. His practice focuses on judicial and extra-judicial activity for domestic and foreign companies and public entities, with particular reference to public infrastructure through project financing schemes. He is also an expert in the gas and energy sector, with specific focus on renewable energy. He advises both sponsors and lenders on the permits and authorisations necessary to carry out activities subject to specific regulation and public control (including the construction and operation of power plants, public infrastructures projects and PPP/PFI schemes), with particular reference to environmental law and public law issues. Nunzio also has extensive expertise in relation to health & safety regulation and local public services/public utilities.

Elena specialises in administrative and regulatory law in relation to project financings, acquisitions and PPP matters, with a particular focus on energy, renewables and infrastructure. She also specialises in public concessions, construction and operation agreements (EPC/O&M contracts), as well as public procurement, advising local entities and private institutions on drawing up tender documentation and assisting in the tender procedures.

She holds a Law Degree from the Sacro Cuore University of Milan and a Master of Laws (LL.M.) cum laude in “Public tender and Public Administration contracts” from Politecnico of Milan. She was seconded part time at Autorità per l’Energia Elettrica il Gas e il Sistema Idrico (AEEGSI) from November 2013 to December 2014.

Among the recent deals in which Nunzio and Elena have been involved are the project financing of the Bre.Be.Mi toll road, the Pedemontana Lombarda toll road BOT and the Pedemontana Veneta toll road BOT concession. They also advised on the refinancing through bond issues of 2i Rete Gas S.p.A. and the assistance to EIB (European Investment Bank) on the financing of Metro 4, Milan’s fourth subway line.

Nunzio and Elena’s move follows the recent arrival of partner Pierpaolo Mastromarini in the Project Finance department in December 2014.
